The Rector's Message
Trakya University was established in July 20, 1982. There were three institutes (Social Sciences, Natural Sciences, Health Sciences), four faculties (Faculty of Medicine, Engineering-Architecture, Science and Letters, Tekirdağ Agriculture), two colleges (Edirne Education, Çanakkale Education), four vocational high schools (Edirne, Çanakkale, Kırklareli, Tekirdağ).
Between the years of 1982-2004, four faculties (Faculties of Engineering, Çorlu; Economics and Administrative Sciences; Education, Edirne; Technical Education, Kırklareli;); two colleges (State
Conservatory, Kırkpınar Physical Education and Sports College); sixteen vocational colleges (Edirne, Kırklareli and Tekirdağ Vocational Colleges of Health Services; Vocational Colleges of Hayrabolu, Keşan,
İpsala, Malkara, Lüleburgaz, Şarköy, Uzunköprü, Babaeski, Çerkezköy, Marmara Ereğlisi, Havsa, Muratlı, Saray) were established.
In the period of 2004-2009, one institute (Balkan Research), four faculties (Faculties of Fine Arts, Health Sciences, Science, Letters), three colleges (Foreign Languages, Edirne and Keşan Applied Sciences Colleges), six vocational schools (Edirne Social Sciences, Edirne, Technical Sciences, Kırklareli Social Sciences, Kırklareli Technical Sciences, Arda, Tunca), four Research and Application Centers (Thrace region livestock, women's issues, Trakya University Turkish and Foreign Language) were founded.
From the academic units of Trakya University, the ones which were in Çanakkale were transferred to Çanakkale Onsekiz Mart University in 1992, the ones which were in Tekirdağ were transferred to Namık Kemal University and the ones which were in Kırklareli were transferred to Kırklareli University in 2006.
After the separation of these universities, Trakya University has been serving with its 11 faculties (Medicine, Engineering and Architecture, Economics and Administrative Sciences, Education, Fine Arts, Health Sciences, Science, Letters, Dentistry, Pharmacy, Divinity); 4 institutes (Social Sciences, Natural Sciences, Health Sciences, Balkan Research), 5 colleges (Kırkpınar Physical Education and Sports, Foreign Languages, Edirne Applied Sciences, Keþan Yusuf Çapraz Applied Sciences, Uzunköprü Applied
Sciences);1 State Conservatory; 9 Vocational Colleges ( Edirne Social Sciences, Edirne Technical Sciences, Edirne Health Services, Keşan, Uzunköprü, İpsala, Havsa, Arda, Tunca Vocational Collages); and two kindergartens.

Universities are basic foundations of our country. They undertake the role of being the mind of society. Based on universal measures, scientific production of the universities is reflected as thought, interpretation, solution, attitude and behaviour in the society. While the students in our university take professional education and gain expertise, they also form their personalities, observe and make comments on the developments in their environment, region and the world. Moreover, they increase their general knowledge by dealing with fine arts and literature; as a result of this, they gain aesthetic sensitivity. In order to achieve these objectives, our university has been trying to provide all kinds of opportunities. In addition, it has been taking steps in the direction of building a base to be able to have a healthy life-style. Our scholars will be the best role models in this process.
The number of activities that are devoted to improve the general knowledge of our students will be increased and all types of cultural or artistic work created by students will be supported. As the director of the university, I believe that one of my main responsibilities is to create the atmosphere of peace and freedom in the university. Free thinking is essential to maintain the academic life. All kinds of thoughts should be produced and expressed in the university. However, these thoughts must not consist of aggressive expressions and it must not cause unkind and destructive consequences.
Our university in the city of border, Edirne, with its thirteen campuses; seven in the centre, two in Keþan, two in Uzunköprü, one in Havsa and Ýpsala overlooks to the Balkans by one side and to Anatolia by the other side. Every subject that is associated with the Balkans is the main affair and mission of our university. As in many fields, the history, sociology, art, culture, economy and the architecture of the Balkans are the most beautiful and honourable parts of our civilization. To do devoted scientific studies is one of the main responsibilities that the history assigned us.

Student Contingents and Admission Requirements for the Foreign Students
in 2013-2014 Academic Year
In 2013, 2014 Academic Year, student admission to the programs of our units which is listed below will be made from the Balkan Countries according to the allocated quota. “The Instructions related to the Admission of Students from Abroad” which was formed with the General Meeting decisions of Higher Education Council on January 21st, 2010, February 18th, 2010, March 17th, 2010, August 25th, 2011 and February 13th, 2013 are as defined in “Trakya University Directive for the Admission of Students from Abroad” which was accepted in Number 03 Meeting with Number 04 decision on February 23rd, 2010 by Senate of our University and appropriateness of the Directive was also accepted on April 29th, 2010 in the General Meeting of the Higher Education Council.
TERMS OF ACCEPTANCE
A) On Condition of being last semester of high school or being in a graduating position
1) Those who are of Foreign Nationals (from Balkan Countries),
2) Natural born citizens of the Republic of Turkey who have been permitted by the Ministry of Internal Affairs of Turkey to abandon their citizenship and their under age children whose names are stated on the document (In Article 7 of Turkish Citizenship Law numbered 5901, there is a provision of “Children born within the marriage union of Turkish citizen mother or father inside or outside Turkey are called as Turkish citizen.” Thus, the applicants from abroad who will apply for the admission contingents are required to analyze the Turkish Citizenship Law.)
3) Natural born citizens of a foreign country who later acquired Turkish citizenship or such applicants who have dual citizenship;
4) Those who are Turkish citizens by birth and who have completed their high school education in foreign countries except for The Turkish Republic of Northern Cyprus (TRNC). (Applicants who completed their secondary education in a foreign country apart from TRNC/ in a Turkish school are included.)
B) The Applications of the listed applicants below are not accepted:
1) Turkish Citizens who completed the entire secondary education in Turkey or in TRNC
2) TRNC Citizens who have GCE AL results and ones enrolled to a college or high school in 2005-2010 and have/will have GCE AL exam results through getting training are excluded.
3) Applicants with dual citizenship whose Turkish citizenship results from being born in Turkey and defined in Article a and Sub clause 2 (Applicants who completed their secondary education in a foreign country apart from TRNC/ in a Turkish school are excluded.)
4) Applicants with dual citizenship whose one citizenship is that of the Turkish Republic of Northern Cyprus (except those having residency in the TRNC who completed their secondary education in the TRNC and received a GCE AL, and such applicants who completed their secondary educations between 2005 and 2010 in another country and received a GCE AL);
5) Turkish Citizens who have education at a foreign school in Turkey that is affiliated with the Embassy of Turkey and dual citizenship whose Turkish citizenship results from being born in Turkey and defined in Article a and Sub clause 2.
The Applicants can apply for one or a few of the contingents with the exams listed below:
1- Applicants whose Secondary School Grade Point Average is at least 40% and have the Certified Turkish Translation of the School Diploma.
2. Balkan National Candidates can apply to the contingents on condition of being successful in the exams of their own countries. The evaluation of applications and the placement of applicants are entirely within the authority of Trakya University. Trakya University is free for selecting the student candidates, placement procedures and completing the quota or not. Meeting the conditions of application does not mean placement.
Using the confirmed “Application Form” is compulsory and the information and documents in this form should be given correctly. Applicants can make maximum 10 choices among the programs of our university by indicating their priority in the “Application Form”. The evaluation and acceptance of the applications, and placement process will be made by the appointed “Admission, Assessment and Placement Commission of International Students”.
The placement procedures are based on the basis of Secondary School GPA or the highest score of national exams in Balkan Countries (the scores are in the form of 100 point grading scale), nationality; age and graduation date from high school. The placement will be made according to the applicants’ order of choices and contingents of the countries. If they are not placed to those contingents, they will be placed to the other contingents in Balkan Countries.
The process of assessing the proficiency of the applicants for the programs which accept students with Special Talent Exam are carried out in accordance with the own principles and procedures of those programs and is notified by Rector's Office. The registration and placement procedures of the qualified applicants are carried out by registrar's office with the approval of the Rector.
The candidates may be requested to have graduated from an equal or a similar field or branch for the program they will apply. This assessment is made during the application by the relevant committee above. Furthermore, security deposit can be required from the candidate whose terms and conditions are determined by our University in order to make the foreign students survive with their financial possibilities in our country.
Applications will only be made online from the address of http://yobs.trakya.edu.tr/ until August, 2014- 5p.m. The applications made through e-mail and cargo will not be processed.
After applying online, the applicants are required to print out the application form and keep it after signing. (As a result of the placement process, applicants who have the right to enroll one of the preferences are required to have the signed and photo application form.)
Completeness and correctness of the information in the application form is in the charge of the applicants.
The placement results will be announced by Trakya University Registrar's office and on website of www.trakya.edu.tr.
Starting time of registered students to education is determined according to their levels in Turkish. Students with C-level Turkish can immediately start their education, Students with B-level Turkish start their education and improve their levels, Students with A-level Turkish or students who haven’t adequate and valid Turkish certificate and placed with GPA enter “Turkish Proficiency Exam” of our University. According to their results, they start the education or they are accepted on leave one year to improve their Turkish as it is desired. Otherwise they cannot start their education.

General Arrangements for the RPL
A) Turkish Students
For the students who desire undergraduate transfer from the higher education institutions of Turkey and foreign countries to Trakya University are assessed by the “Provisions of Regulations related to the Undergraduate Transfer between Associate and Bachelor Degree in Higher Education Institutions, Double Major, Minor and the Interagency Credit Transfer.
Criteria and minimum requirements for undergraduate transfer to be used in the evaluation of undergraduate transfer applications are determined by Trakya University Senate. According to the principles of Senate, the evaluations of the applications are carried out by the commissions of board of directors and the transfer is made according to the quota.
Successful student completed at least one-semester in a relevant University or in another department of high technology institutes or in the Graduate Program of other higher education institutions can be accepted to Graduate Programs by means of undergraduate transfer. Adaptations of the students who enrolled through undergraduate transfer are accepted with the proposal of the chairman of the department and the approval of the board of directors. The student who transfer to any program must take at least half of the total credits from the transferred program to meet the needs of his/her related program. “Regulation Provisions related to The Continuity of Graduates of Vocational School and Associate Degree Programs of The Open University to the Undergraduate Education” are carried out for the students who desire vertical transfer.Contingent is spared in the undergraduate programs for the graduates of Vocational School in order to make vertical transfer to those programs related to their own fields. Which undergraduate programs will be opened, which program graduates of Vocational School can apply to those under graduate programs, the contingents of those programs, types of scores for the placement to the programs and opinions/suggestions of the universities that the vertical transfer will be made are determined and announced by Higher Education Council for the graduates of Vocational School who have the application requirements for vertical transfer to a formal education undergraduate program.
General Registration Procedures
Each academic year begins on the date to be determined by the University Senate at Trakya University. An academic year consists of two semesters: fall and spring semester. One semester (including the final exam) is 16 weeks.
Students who are eligible to study at Trakya University enroll to the school by preparing the necessary documents for registration between the announced dates every year. All kind of process about input and registration is being made in cooperation with Trakya University Registrar’s Office and Directorate of Health, Culture and Sports Department.
Students who are eligible to study at Trakya University can enroll to the school on the announced registration dates to be determined by Trakya University by preparing the necessary documents and depositing tuition fee to the relevant bank account.
According to Education Regulations of Trakya University, second/third and final year students are required to renew their registration by selecting courses between the determined dates in the academic calendar of each semester.
If there is Tuition Fee, students are required to deposit them to the determined bank accounts by indicating their student numbers. Then, they are required to complete the course selection and registration renewal process by logging with their password to the Student Information System (http://obs.trakya.edu.tr).
ECTS Credit Allocation
ECTS Credits of the courses at Trakya Universities have been determined considering “the workload”.
In the programmes which are regulated according to 30 ECTS workload on the basis of a semester and 60 ECTS workload on the basis of a year, credits have been given for theoretical course hours, laboratory work, project preparation, practical work, clinical work, internship, seminars, problem sessions, individual work, exams and other assessment activities.

Arrangements for Academic Guidance
Faculty and graduate school administrations assign an academic member as a consultant to help the new students of Trakya University in any kind of issue about their education. Consultants provide consultancy service to the students particularly in education and any kind of issue they need from the registration day to the end of their education. They help especially in the process of course selection and re-registration.
Master Programs with Thesis
In master programs with thesis, Head of Institute Department determines a consultant for each student in the beginning of the first semester. The consultant is chosen among the academic members. The consultancy duties of the students who haven’t a consultant are carried out by the related head of institute department until a consultant assigned. Consultant Recommendation is finalized by the decision of Council of the Institute of Management.
Consultant is in charge of determining the lessons of the student throughout his/her education life, always following the attendance and success of him/her in the lessons, manage and direct the thesis of the students and mediate the relations with the administration if required, to deal with social, cultural and other problems and direct them, warn them if the consultant deem it necessary and send an approved report of the head of institute department about the success level of student to the institute director at the end of each semester. Change of thesis consultant can be made with the written request of the student, recommendation of the related head of the department and approval of the board of the institute. If the quality of the thesis requires more than one supervisor, the second supervisor can be appointed.
Master Programs without Thesis
In master programs without thesis, Head of Institute Department determines the consultant academic member to help the students for selecting courses and directing the term project in the beginning of each semester except for the secondary education teaching.

Consultant is in charge of determining the lessons of the student throughout his/her education life, always following the attendance and success of him/her in the lessons, manage and direct the thesis of the students and mediate the relations with the administration if required, to deal with social, cultural and other problems and direct them, warn them if the consultant deem it necessary and send an approved report of the head of institute department about the success level of student to the institute director at the end of each semester. Change of thesis consultant can be made with the written request of the student, recommendation of the related head of the department and approval of the board of the institute. In doctoral programs, Head of Institute Department determines a consultant for each student in the beginning of each semester. The consultant is chosen among the academic members. The consultancy duties of the students who haven’t a consultant are carried out by the related head of institute department until a consultant assigned. Consultant Recommendation is finalized by the decision of Council of the Institute of Management.
The consultant who is assigned by the other university is considered as the second thesis consultant in the other programs which are carried out by the national and foreign universities. Change of consultant can be made with the written request of the student, recommendation of the related head of the department and approval of the board of the institute after the period for appointment of a consultant. If the quality of the thesis requires more than one supervisor, the second supervisor can be appointed.

Academic members who are thesis consultants can open a course named lecture on specialized field for the students of them in addition to the other academic and administrative duties in the academic and summer term after the date that they were appointed by Council of the Institute of Management.
Lecture on specialized field will not be included to the course credit of the student. Each student is required to take a course named lecture on specialized field. Basis related to the lecture on specialized field is determined by the Senate and carried out by the Council of the Institute of Management.
Psychological Counseling and Guidance Center
Psychological Counseling and Guidance Center of Trakya University started to its activities to provide guidance and psychological support for the students of Trakya University on November 19th, 2013 in Menza Building of Balkan Campus.
The university and campus life bring the enjoyable and compelling life together. New social environment, new relationships require the development of new social talents and higher expectations about the academic performance make university life more difficult. Psychological Counseling and Guidance Center of Trakya University aims at helping students to overcome with the difficulties of university life, developing knowledge and talents to complete the campus life fruitfully. Students can take individual support, attend the trainings and group works to develop knowledge and talents to overcome with the difficulties of university life, they can solve their individual problems in a supportive environment.
Career Center serves on the ground floor of Menza building at Trakya University Balkan Campus. Our staff introduces our centre by communicating with the companies and institutions particularly in Trakya region and the other regions. On the other hand, the centre carries out events and activities with the leadership of Career Center Expert named Assoc. Prof. Yüksel BAYRAK.
Furthermore, Assist. Prof. İsmail KILIÇ, Teach. Assist. Duygu ŞAHİN, Teach. Assist Fatmagül HALICI, Teach. Assist. Zeynep ÇETİN and Specialist Ayşe TAŞKIN inform the visitor students, graduates, academicians and the companies which request knowledge.
